Hispanic Heritage Month is observed from September 15th - October 15th of each year. The reason for this is because the 15th of September is the anniversary of independence for Latin American countries Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua with many other Latin American countries independence taking place during the 30 day celebration. The celebration started as a weekly celebration in 1968 under President Lyndon Johnson but transitioned to the dates we know in 1988 by President Ronald Reagan who enacted it into law on August 17th.
